A 27 tonnes per day green hydrogen facility to decarbonize regional demand

NovoHydrogen (“Novo”) is engaged with customers in Los Angeles that are interested in decarbonization to purchase long-term fixed volumes of green electrolytic hydrogen at the most cost effective price from our hydrogen production facility near Palmdale, Los Angeles County, CA, called Antelope Valley Hydrogen 1. The project will qualify for the full $3/kg H2 Production Tax Credit (“PTC) outlined in Section 45V of the tax code in the Inflation Reduction Act (“IRA”).

Green hydrogen can be used in a variety of different applications: replacing existing fossil-based hydrogen, replacing fossil fuels to produce heat / steam or for combustion, providing backup power, replacing fleets with zero-emission hydrogen-fueled alternatives, and bridging the intermittency of renewable resources with dispatchable hydrogen.

Project Summary

NovoHydrogen will own and operate a green hydrogen production facility near Palmdale, CA on ~1,000 acres serving regional hydrogen demand. The project involves installing 163 MW of electrolyzers to supply green hydrogen to decarbonize various customers’ operations under a long-term hydrogen purchase agreement (“HPA”), for which we are currently securing offtake with industrial, transport, and power generation customers.

Antelope Valley Hydrogen 1 is an identified Tier 2 project with ARCHES, the consortium leading the allocation of funding from California’s recent designation as a regional Hydrogen Hub. As a Tier 2 project AVH1 receives support from the hub for community benefits planning, streamlined permitting and financing via other state and federal funding sources secured through the Hub.

Current Status

Novo is progressing term sheet and hydrogen production agreement (“HPA”) negotiations to move the commercial conversations forward.

Novo is also engaged with engineering and construction partners on designing the hydrogen production facility. Development status is ~15% complete with site control complete, water supply secured, and the Conditional Use Permit and CEQA applications submitted. FEL-2 (Front End Loading) and pre-FEED (Front-End Engineering Design) are underway. Novo plans to order long-lead equipment in 4th quarter of 2024 / 1st quarter of 2025.

Impact

GHG Emissions and Pollution Reduction

The project will reduce CO2 emissions and improve local air quality.

Job Creation

The project is expected to create at least 100 temporary construction jobs and multiple high-paying long-term operational jobs for the surrounding community.

Community Engagement

The Novo team plans to engage with academic institutions, public officials, environmental justice groups, labor unions, and other community engagement organizations to provide full transparency for the project to ensure it benefits the community.
